Beginning in 1989, Fort Belvoir, like many other Department of Defense (DoD) installations, was subject to a series of the new Base Realignment and Closure (BRAC) legislations. In subsequent BRAC actions, a number of large agencies, such as the Defense Logistics Agency (DLA) and the Defense Threat Reduction Agency (DTRA) closed their doors in the National Capital Region and re-located to new facilities on Fort Belvoir. In the latest round of BRAC proceedings, the 2005 legislation eventually directed that Fort Belvoir would receive a net gain of 19,300 personnel on Main Post and its sub-installations.

On May 5, 2008, Virginia Industries for the Blind (VIB) opened the Ft. Belvoir AbilityOne Base Supply Center (BSC). While achieving our mission of creating employment opportunities for visually impaired Virginians, our priority is to provide excellent customer service in a retail environment providing office supplies, cleaning supplies and a variety of hardware items. The Mark Center AbilityOne Base Supply Center opened for business on August 8, 2011. The store is located in the Northeast corner on the B1 level, in the newly open Mark Center Federal Building in Alexandria. There are over 6500 federal employees in the facility that have been relocated due the BRAC which the store now supports. The building is managed by Washington Headquarters Service (WHS) which has been important in the promotion of Abilityone program and the overall success of the store. WHS has pushed for all 6500 employees to use the Store as it main sources for all its procurement needs. Furthermore the advocacy of Abilityone is seen in the use of CW Resources to perform the Cleaning contract throughout the building. CW Resources in part of Service Sources which is part of NISH that provides janitorial and cleaning services using disabled and legally blind workers. All these workers can be seen wearing Abilityone arm patches on their uniforms throughout the building.

This store, like other VIB operated stores stocks a variety of general use office supplies to meet the Mark Center customer needs. VIB is excited about this recently opened location and will continue to offer high level customer service. The Pentagon is virtually a city in itself. Approximately 23,000 employees, both military and civilian, contribute to the planning and execution of the defense of our country. These people arrive daily from Washington, D.C. and its suburbs over approximately 30 miles of access highways, including express bus lanes and one of the newest subway systems in our country. They ride past 200 acres of lawn to park approximately 8,770 cars in 16 parking lots; climb 131 stairways or ride 19 escalators to reach offices that occupy 3,705,793 square feet.

On June 11, 2008 The Virginia Industries for the Blind (VIB) held a Grand Re-opening at the new AbilityOne Base Supply Center located at 1E641A. This store is located near the Pentagon Athletic Club and the Auditorium. The Taylor Building AbilityOne BSC was opened on January 29th, 2013 and is located in Crystal City. This store was previously located in the Presidential Towers building, across the street from its current location. Virginia Industries for the Blind (VIB) opened a Gift Shop (named the “Untouchables Swag Shop”) at the ATF HQ in Washington, DC in April of 2021 followed by the opening of the AbilityOne Supply Store in July of 2021. These stores help us continue our mission of creating employment opportunities for those who are blind or visually impaired. Both stores put a priority on providing excellent customer service. The Supply Store stocks office supplies, safety and cleaning supplies. Purchases are typically made using the Government Purchase Card (GPC). VIB uses a “one stop shopping” philosophy. If we don’t have it in stock, please ask. We can serve our diverse customer needs by using our special order process to get any items not carried at the store location.

The Gift Shop offers a large selection of ATF logo apparel and accessories, toys, office supplies, drinkware and commemorative items. The gift shop allows ATF employees and ATF guests to purchase these unique products for personal use or for gifts using their personal credit card. There is also an ecommerce site (www.atfgiftshop.com) that offers some of the products found in the store as well as an opportunity to purchase a variety of customized apparel items.
